Transportation Demand Management Plan Guidelines

TDM (Transportation Demand Management) is often referred to as a “toolbox” containing many strategies. The idea is to choose some, but not necessarily all, of the strategies that will be most effective based on the characteristics of the work site and preferences of the employer. The strategies listed below are typical of what you see in a Best Work Places program to develop TDM strategies and offered here as a guideline.

1. The TDM Plan can include the following primary strategies:

Provide information about alternative transportation on the premises so that it is easy for employees to access and use;

Offer one or more of the following primary commuter benefits:

  • transit or vanpool benefits equal to the cost of monthly fare
  • parking cash out of at least the current cost of a monthly bus pass
  • other option proposed by the developer/employer.

2. Provide three or more of the following secondary commuter benefits:

  • Flex time or compressed work schedules
  • Rideshare/carpool ride-matching
  • Preferred parking location for ridesharers
  • Appoint employee commuter coordinator
  • Secured bicycle parking, showers, etc.
  • Shuttles from Transit stopsg) Reduced parking costs for ridesharers
  • Employer-sponsored subscription bus or vanpool program
  • Provision of real-time transit information
  • Parking at remote park-n-ride lots
  • Employee commuting subsidies or awards
  • Use of fleet vehicles for employee carpoolsm) Telecommuting options for employees
  • Lunchtime shuttle/car sharing service
  • Proximate commute (working close to home)
  • On-site amenities (dry-cleaning, exercise equip., etc.)
  • Active involvement in TMA )Transportation Management Association)
  • Other option proposed by employer

3. Evaluate the TDM program using an employee survey and exceed a minimum benchmark of either 14 percent of employees who do not drive alone to work or an average vehicle ridership (the number of vehicles divided by the total number of employees of 1.12.

4. Maintain the TDM Program provisions and offer the program at least once annually.
